Charles de Bourbon est le quatrième fils de Louis Ier de Bourbon, prince de Condé et d’Éléonore de Roye. Né en 1562, il est évêque de Saintes puis en 1583, archevêque de Rouen et cardinal. Il meurt en 1594. Jusqu’à la mort de son oncle le cardinal de Bourbon (Charles X), il porte le titre de cardinal de Vendôme.

The textile industry was favored under Colbert which gave a new economic boost to Normandy.
