D’origine américano-libérienne, William Tubman, de son nom complet William Vacanarat Shadrach Tubman est né le 25 novembre 1895 à Harper au Libéria et est mort le 23 juillet 1971 dans une clinique de Londres. Président de la République libérienne de 1944 jusqu'à sa mort en 1971, il est considéré comme le “père du Libéria moderne”. Sa présidence est marquée par l’afflux d’investissements étrangers dans son pays et par sa modernisation. Le Libéria connaît alors une certaine prospérité. Il mène également une politique d’unité nationale dans le but de réduire les écarts sociaux et politiques entre Américano-Libériens et les Libériens autochtones. Toutefois, au fur et à mesure de ses années au pouvoir, sa manière de gouverner devient de plus en plus dictatoriale.
