Médaille attribuée à Vincent Cibiel député de l’Aveyron lors de la VIe législature (à partir 3 septembre 1893). Il naquit le 11 mai 1841 à Rouen et décéda le 14 juillet 1914 à Paris. Maire de Villefranche-de-Rouergue (1874-1877) et conseiller général pour le canton du même nom (1870-1914), il fut élu le 20 février 1876 député de la 1re circonscription de Villefranche. Conservateur et catholique, il siégeait à droite et adoptait des propos antisémites et anti-franc-maçons. Il fut député de 1876 à son décès.

The news of the capitulation of Sedan provokes the revolution of September 4, 1870 in Paris. Threatened on the left by the insurrection of the Commune and on the right by the monarchists, the new regime had a difficult start.. Gathered in the National Assembly in Vichy on July 10, 1940, the Chambers, although elected in 1936, voted full powers to Pétain in a sort of collective suicide by 569 votes for, 80 votes against and 18 abstentions..
